Forum Three | The Denver Eagle Commuter Rail Lines: A Successful Public/Private Partnership Project

Purple Line NOW is delighted to present Brian Middleton, Project Director for the Regional Transportation District's FasTracks Eagle P3 commuter rail project in Denver, the first such P3 in the country.  He will give an overview of how a successful P3 project works and describe how his team made it happen in their city. Brian is the go-to subject matter expert on all things Eagle P3.  He has worked on transit projects across the globe, initially serving as the contractor’s project manager on projects including P3s.  After moving to the United States 20 years ago, he supported transit agencies across the nation with Design-Build (DB) and Design-Build-Operate-Maintain (DBOM) projects prior to moving to Denver to lead the Eagle P3 project. As an added bonus, Brian has worked with Fluor for many years - the same concessionaire chosen to build and operate the Purple Line.

The forum will be moderated by The Honorable Bill Bronrott who has a long and distinguished record of public service in Montgomery County, the state of Maryland and nationally, dedicated to fostering safe, sustainable and economically vibrant Smart Growth communities. In 1998, Mr. Bronrott was elected to the Maryland General Assembly, representing the greater Bethesda community for 12 years until he accepted a position in the Obama Administration as Deputy Administrator of a Federal transportation agency for five years.

In the House of Delegates, Bill Bronrott championed policies and programs to create livable, energy efficient, pedestrian- and bicycle-friendly, and transit-oriented communities.  He founded the Montgomery-Prince George’s Purple Line Caucus to bring together policymakers, transit and environmental groups, and business leaders to advocate for federal and state support of the 16-mile east-west light rail line.

Charles Lattuca, Maryland Transit Administration, Executive Director for Transit Development and Delivery, will also deliver a brief status update of the Purple Line project in light of the recent court ruling.
